Solution : The possible Venn diagram according to the given statements is as follows –


Let's analyse the conclusions –
Conclusion I: Some R is not P – From the above diagram, it is clear that circles of R and P are independent. The diagram doesn't have any relation between them. So, this conclusion doesn't follow.
Conclusion II: Some R is not L –  From the above diagram, it is clear that no R is L as a cross-over line between R and L defines a relation of not between them. If no R is L is true so some R are not L is also true. So, this conclusion follows.

So, only the second conclusion follows. Hence, the fourth option is correct.
