Solution : The possible Venn diagram according to the given statements is as follows –

Let's analyse the conclusions –
Conclusion (I): Some cars are not bulbs – It is a possibility that the circle representing cars is not completely overlapped by the circle representing bulbs. But this is not definite. Thus, this conclusion does not follow.
Conclusion (II): Some pens being bulbs is a possibility – It is a possibility that the circles representing pens and bulbs overlap. But this is not definite. Thus, this conclusion follows.

So, the only conclusion II follows. Hence, the fourth option is correct.
