Solution : According to the given statements, the Venn diagram is given below –

Let's analyse the conclusions –
Conclusion (I): Some astronauts are blue – As shown in the Venn diagram, the circles of the astronaut and blue are independent as no relation is defined between them. So, this conclusion doesn't follow.
Conclusion (II): No tall is an astronaut – As shown in the Venn diagram, it is clear that the relation of not between astronaut and tall is given. So, this conclusion follows.

So, only II conclusion follows. Hence, the fourth option is correct.
