First option: Change + into ×
= 28 – 7 × 2 × 2
= 28 – 28
= 0

= 28 – 7 + 2 + 2
= 28 – 7 + 4
= 28 – 3
25 ≠ 0
Third option: Change – into +
= 28 + 7 + 2 × 2
= 28 + 7 + 4
= 28 + 11

Fourth option: Change + into –
