Solution : Given:
(357 ÷ 2 + 3) ÷ 11 – 4 = (28 × 3 + 7) ÷ 9

Replace the numbers in the options one by one in the given equation.
First option: 11 and 28
⇒ (357 ÷ 2 + 3) ÷ 28 – 4 = (11 × 3 + 7) ÷ 9
⇒ 178.5 ÷ 28 – 4 = 40 ÷ 9
⇒ 2.375 ≠ 4.45
Second option: 2 and 3
⇒ (357 ÷ 3 + 2) ÷ 11 – 4 = (28 × 2 + 7) ÷ 9
⇒ 121 ÷ 11 – 4 = 63 ÷ 9
⇒ 7 = 7
Third option: 7 and 9
⇒ (357 ÷ 2 + 3) ÷ 11 – 4 = (28 × 3 + 9) ÷ 7
⇒ 178.5 ÷ 11 – 4 = 93 ÷ 7
⇒ 12.23 ≠ 13.28
Fourth option: 2 and 9
⇒ (357 ÷ 9 + 3) ÷ 11 – 4 = (28 × 3 + 7) ÷ 2
= 42.67 ÷ 11 – 4 = 91 ÷ 2
