Yes, you can apply and sit for KVPY 2018 even if you've written NEET 2018 provided you fulfil the eligibility criteria specified for KVPY.
The eligibility criteria for SB stream states that you must have enrolled in the 1st year of undergraduate program in Basic Sciences namely Physics/Chemistry/Mathematics & Biology leading to B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S. during the academic year 2018–19 and should have secured a minimum of 60% (50% for SC/ST/PWD) marks in Maths and Science subjects (Physics/Chemistry/Biology) in class 12th. Also, in the 1st year final examination you must secure 60% (50% for SC/ST/PWD) marks before taking up the fellowship, if awarded.

Students enrolled in their 11th, 12th and first year of graduation (Science subjects) can apply for KVPY 2018 under the SA, SX and SB streams, respectively. It is a scholarship exam for shortlisting candidates pursuing research in Science.
KVPY 2018 fellowships will be granted to selected candidates only after they start pursuing undergraduate courses in basic sciences, such as B.S./B.Sc./B.Stat./B.Math./Int. M.Sc./Int. M.S. in Physics, Chemistry, Mathematics, Botany, and Zoology among others.
As per the above criteria I don't think so you can apply for KVPY.
