I would like to bring this to your knowledge that 85 % seats in a state are reserved for the natives and rest 15 % are left open for the candidates from all over the courtry. Since you are from andhra pradesh so you have decent chancea of getting a seat there through 85% state quota. You should better go for this rather then going for all india quota. It increases the chances for you to get a seat there .If it doesn't work that way then you can definitely go for all india quota.
Unfortunately as i go by the previous year data then you have no chances of getting any bda seat in your state even through state quota. For SVU region the minimum marks admitted for general category under state quota was 452 for CKS Theja Institute of Dental Sciences and Research, Tirupati. And for AU region it was 436 for konaseema institute of dental sciences, amalapuram.

As per the marks that you have mentioned I would like to tell you that it's going to be tough for you to secure a seat in government dental college under all India quota as for that you need to score 500+ marks but you can apply for private colleges to be on safer side. Talking of which remember that cutoff varies every year depending on number of students appearing in exam, difficulty level of exam, students scoring more than you and your category.
