Do i have to submit counselling fees(45000) for second round if i have not got any college in first round of josaa counselling??

Dear Sahil, You have to pay the seat acceptance fee only ONCE.

If you have been allocated a seat in Round 1, and paid the seat acceptance fee at a reporting centre, but you prefer to ‘Slide’ and ‘Freeze’ a seat in the later rounds, then also you don’t have to pay the seat acceptance fee again. And if you haven't been allocated the college then there is no need to pay for the counselling of 1st round you can wait for the second round.

And if you don’t accept any seat, once the seat allocation process is over JoSAA will give you a refund (after deducting Rs 1,000).
