For your query I would like to tell you there is no compulsory requirement of a laptop for enrolling into civil engineering.
Back in the past people have completed their degree in civil engineering even when laptops were not so common.
Yes there are some softwares that require a PC or laptop and do not run on smart phones but every college has facility to teach such softwares in the campus itself.
So there is no hard and fast requirement of laptop for civil engineering.
