Hi Narayan,
There is no need to be a permanent citizen of assam to appear for JMEE.You can take your adhaar card as a indian citizen proof.

Hello Narayan,
There is no such neccessity for a permanent citizenship. Though the eligibility criteria says
Age:
Between 20-26 years on July 1, 2019
Academic Qualification:
Graduate with mathematics (passed) in 10+2 or graduate level
Minimum required:
50% marks (45% for the reserved category)

Hello Narayan,As you given the link reagarding JMEE exam, by checking the eligibility criteria there was no where mentioned about the citizenship as in a criteria for appearing the exam. There might be quotas for non-resident.
