The age limit for CDS exam 1 is 19 to 24years. Your date of birth is 21 November 1996 but candidate for CDS exam the candidate should not be born earlier than 2nd January 1997.

For officers training academy Chennai the candidate age should have within of 19 to 25 years.

You have born on 21 November 1996so your age will be  calculated on basis of2nd January 19972i.e.24 years and 11 month. So there is a chance for you in joining as a cadet in officers training academy Chennai,Tamil Nadu.
