Sure it is an advantage of being an engineer prior to MBA in Operations but that does not rules out the possibility of being Operations guy without having an engineering degree.

There is no yardstick like this. A lot of non-engineer take operations Management as their Major in MBA and get Job for the operations role in the top MNCs.
Some of the companies especially look for B.Tech students as the job application criteria, but there is no rule or trend like that.
