Yes, they do. Over 3,000 institutions and programs in the USA accept IELTS scores as proof of English language skills. Minimum score requirement might vary from 6.0 to 9.0 depending on University and major. IELTS results are available just 13 days after the test.

As you are planning to study in the US it is mandatory for you to give TOEFL, as it is an exam held by them to see whether you have a strong grip on English as a foreign language. If you are applying for any other country outside India other than USA then it's absolutely fine if you just give IELTS.
