100% scholarship is applicable to public universities only. A private university in Germany may or may not offer you such generous scholarships. Also, the scholarship refers to tuition fee. You will still have to pay for your accommodation and other living expenses like food, grocery, etc. The scholarship only means that you don't have to pay for tuition.
