It depends on the Private college whether they will charge any donation fees or not. There is no general rule that has made any official rule for private colleges to charge donation fees.

If it is a private medical college or a private engineering college, private nursing college, then you need to pay donation fees for admission into the institution & the donation fees is generally a hefty amount. But if you are studying any general course like B.Sc or B.Com (//B.Com) , BA in any private college then there is a very less to no donation fees taken in most of the colleges.
