For the counselling for the NEET 2019 you will need the marksheet of class 10 and class 12 at the time of document varification at the respective institute. Other documents required at the time of varification are listed below.

See marksheet is basically a certificate which highlights your performance in each subject separately. Whereas pass certificate is a certificate which ensures that the student has successfully passed the exam.
In case of NEET counselling yes you need to attach both, marksheet as well as pass certificate.
