It does not matter whether you are uploading central or state category certificate because the category certificate which is similar to that of available on the official website of JOSAA ( https://josaa.nic.in/webinfo/File/GetFile?FileId=12&LangId=P ) will be considered as valid for JEE-Main admission process. So make sure that whichever certificate you are going to upload should be of above format otherwise you may face problem during allotment of seat in JOSAA counselling.
In the case you don't have your correct certificate right now but can arrange it before the admission process through JOSAA counselling then you can upload the self undertaking which declares that you don't have your valid category certificate right now but you will produce it at the time of admission and if you will not produce it then you will not be able to get any of the reservation benefits.
You can download the undertaking from the official portal of NTA, for which link is also given below :-

When you visit on the above link you will find a PDF and on page no.9 there is an undertaking format which you have to download and after filling it you have to upload it on the place of category certificate in the JEE-Main 2021 Application form. Once again remember that this is not your category certificate so arrange your valid category certificate as soon as possible.
