There is no objection or rule about which you cannot give JEE mains exam if you have completed 12 twice but you should have clear the criteria for the JEE mains exam eligibility .

Students should have passed the 12th class or qualifying the exam in 2020 or 2021.

No age limit to appear for JEE Main 2022 exam. Any student who has passed the 12th class or its equivalent exam in the year 2020, 2021, or appearing in 2022 can apply for the entrance exam.
B.E/B.Tech: He/She should have passed the qualifying exam with Physics, Mathematics, and any one of (Chemistry, Biology, Biotechnology, Technical Vocational Subject).
B.Arch: He/She should have passed the qualifying exam with Mathematics, Physics and Chemistry.
B.Plan: He/She should have passed the qualifying exam with Mathematics .

In that reference I want to tell you that if you match the other eligibility criteria then you can give three more attempts for JEE main provided that you pass the intermediate from any of the listed institutions:
