I'm afraid that is not the case, with a bachelors degree you cant be called as a doctor. You need to complete your post graduation in neuroscience to get doctorship.
To earn A Master's Degree you require additional 2 Years
To earn a PHD or PsyD you need 2-4 Additional Years

I would suggest you that if your stopping your study at bachelor level please try out some small time courses and internships or part time jobs so that you could boots your resume to get good job opportunities.
