Does a central university accepts a transfer of a student in 2nd year of any course from a central university?

Yes you can.
Most of the colleges allow migration.
However, you need to get a certain minimum percentage of marks in your first year. The minimum percentage varies from college to college.

Candidates who seek intercollege migration is allowed only in BA,Bcom, BA(H),Bcom (H) courses in the beginning of the 3rd semester of the 2nd year.
