No way , it is not mandatory for all assistant professors to join NSS as joining NSS has always been one's voluntary choice. If you want to join it , you should as it will add some certain value to your life . And if you don't want to join, its perfectly fine. Also its true that professors themselves choose some responsibility for them , but it no where can affect your job , it only affects your skills.
