Yes, you can appear for NDA if you are an arts student but you will be only eligible for the army wing because the basic requirement for navy and airforce wing is that you must have completed or appearing in 12th standard with physics and mathemetics as a core subjects. Other requirements before applying for NDA are that you must lie between the age of 16.5 to 19.5 years for all categories, i.e. there is no age relaxation in the NDA exam. A candidate must be unmarried.

NDA exam has certain eligibility requirements which you need to fulfill. The main requirements are-
1) Candidate must be citizen of India.
2) Candidate must be 16 to 19 years of age.
3) Candidate must be physically fit.
There are certain educational requirements too i.e. candidate must have a passing certificate of 10+2 exam from a recognized board or university.
There are certain post under army which has different educational requirements and for getting a post under Air Force and Naval Wings of National Defense Academy both physics and Math is a required. So I believe without math and physics it becomes difficult to crack the exam because it contains certain questions from these two subjects too.

Yes ofcourse, you can appear for UPSC NDA exam without physics and mathematics but only for Indian Army you'll be eligible.
Candidates must have passed 10+2 or equivalent exam in any stream from a recognised Board or College to be eligible for Indian Army - UPSC NDA exam.
Candidates who are seeking NDA for Indian Air Force or Indian Navy must have Physics and Mathematics in their 10+2 or equivalent exam from a recognised Board or College.
Candidates must be between 16.5 years to 19.5 years to be eligible for NDA.
The candidates must be unmarried and belong to Indian Nationality.
