Yes you definitely can take admission in BITS for MTech in CSE after BTech in mechanical engineering but remember your gate score card must be of CSE stream , if you are going with mechanical GATE score then it is not possible to take admission for another branch in MTech, now you also can take admission in BITS for MTech through BITS HD exam.

Sorry to bother you again but to be specific I have btech in automotive design engineering which is equivalent to mechanical engineering.
With your mentioned score you have good chances to clear boundary cutoff because as per the previous year records if your GATE score is about 680 then your chances would be good so still with your 700+ score you can expect your eligibility even with variations also, now if it is about your BTech branch so it doesn't matter that what branch you had but your GATE score card must be in same stream in which you are going to take admission in MTech.
