Category rank does matter. This is because in India we have Government Colleges, Private Colleges and Deemed/Central Universities and all these conduct admission based on NEET score following Constitutional reservation. Which means for example, if OBC has 27% reservation, out of every 100 seats, only 27 will be allotted to OBC Category and the rest are divided amongst EWS, General Category, SC, ST. So coming back to OBC reservation example, if there are 100 Candidates who belong to OBC who are eligible, they need to be ranked according to their marks so that the first 27 Candidates can be given the allotted seats, That is the reason Category ranks are important. For a seat intake for OBC of 20, the Candidate who has been ranked at 50 will not have a chance over a Candidate who has been ranked at 10.
