No CLAT does not offer admission to 3 year LLB course.
Through CLAT you can go for 5 years integrated BA LLB, BBA LLB, BCom LLB and BSc LLB courses in any of the NLUs.
This year NLU Odhisha will be administering CLAT examination to provide admission into 21 NLUs.

No, through CLAT you cannot join a 3 year LLB programme as it allows you admission in 5-year Integrated LLB programme after 12th.

If you are interested in pursuing a 3 year LLB course, you can do so after completion of your graduation as some of the universities like the University of Delhi, Banaras Hindu University offer this course.
