Yes,student of every state board or central level board in INDIA are eligible for COMEDK . Only thing you have to do is to give the exam of COMEDK and secure rank under 3000 to get CSE,EEE,IT or ECE in top colleges under COMEDK.

You must have more than 45 percent in board(This is the only eligibility criteria).
