Yes, Harcourt Butler Technological Institute (HBTI), Kanpur Admission 2020 will be granted on the basis of score of UPSEE 2020. Uttar Pradesh State Entrance Examination (UPSEE) 2020 will be conducted by the Dr A P J Abdul Kalam Technical University.

Yes HBTI or HBTU, accepts admission through JEE main and UPSEE/UTPU for 13 branches under the B.Tech Programme.  But this was the procedure untill 2018. You may refer to their official website for more admission related info:

As per this there is no updation that admissions will be based on UPSEE rank too. Therefore, we shall continue to assume that the admissions for B.TEch will be only through JEE main or any other national level test.
