Yes, non local students do have same opportunities and chances to get a seat in hyderabad with a good rank in ts eamcet. Beacuse the seats to candidates for the colleges are allotted after the counselling and based on their rank or percentage scored in the exam.
It doesn't depends on the condition whether you belong to that particular state or not.

Hi, I'm Usha and my son, Rohan, has written the TS eamcet exam and got 8800 rank. Everything would have been well and good if he had been given the "LOCAL" status but he attained the "NON-LOCAL" status because he did his 9th and 10th grade in USA. The other 10 years of education was done in Hyderabad. So, madam can you let me know what engineering colleges would best suit my son's preferences (considering the non local status) in hyderabad? He is looking for CSE or IT course and he is an OC boy. Thank you!

And mam.. Tgere is no issue whether he has give his status as local.. Because he is tge candidate of India and might have Indian id proofs.. So, he will considered to be a local candidate.
