You can give Jee mains exam when you are in 12 or after clearing the 12 exam.You can also go through the complete eligibility criteria of Jee Main exam in the official website of Jee Main.You can check the previous year opening and closing ranks of IITs ,NITs and other GFTIs so that you can get the idea that in particular rank you will get the college or not.

Yes , candidate have to passed class 12 with good percentage fo appearing in Jee main exam .
Elligiblity criteria for Jee mains is candidate must have 75% marks in 12th in cbse board for general and obc Category . For SC and st there is required of 65% marks in cbse . If candidates are from other Board then they must be in top 20 percentile of that board .
Minimum 40 thousand rank for getting gov college .

Candidates will be considered eligible to appear in JEE Main 2019 on the basis of the following parameters, provided, they fulfil them all:

Date of birth

Qualifying exam i.e. 10+2 or equivalent exam

- Marks secured in the qualifying exam

Candidates must have passed class XII or qualifying exam in 2017 or 2018.

Candidates appearing in class XII or equivalent qualifying exam in 2019 can also apply for JEE Main.
JEE Main candidates can appear in the exam for three consecutive years. Since the entrance will be conducted twice a year, the candidate can choose to appear in both the attempts. However, the attempt for a particular academic year will be considered as One. For admissions to NITs / IIITs / GFTIs :
- Candidates need to have secured a minimum 75% marks in class XII or equivalent exam or be in the top 20 percentile in their class XII exam conducted by the respective board.
- For SC/ ST candidates, the eligibility criteria are to secure 65% marks in class XII or equivalent exam.
For admissions to B.Arch. programmes:
- Candidates need to have PCM mandatorily in their 10+2 or equivalent exam.

To answer your question, yes person needs to pass XII to give Jee mains. Not only pass, person has to has a percentage above 75% for General/OBC and above 65% for SC/ST. As per NTA official brochure, you have to be securing percentage specified above or you have to be in top 20 percentile of your respective board. It also accepts any exams which are deemed equivalent to std. XII like Pre-University Exams.
Coming to your second question of what is the rank needed to secure a seat in government college, well that depends on a lot of factor like what is your reservation status, your home state eligibility. I would present you an example, if your home state is Sikkim, you can easily get CS with 10L CRL rank in NIT SIKKIM. While if your home state is UP, you won't any branch if your CRL is above 40k. You can now see the difference. Considering the general cutoffs and trends for other state aspirants, 20-30k general rank is optimum to secure you a decent college with decent branch. 8-9k OBC rank will be offering the same to you and same criteria gives SC/ST rank of around 3-4k. (Ranks may vary due to Home-State quota). here by decent colleges I mean tier 2 NITs and by decent branches I mean core branches with somewhat less demand in present world like Electrical, Mechanical, etc . Same ranks can also lead you to some of the best private colleges accepting JEE mains too, like IIITs. Or same state colleges like DTU or NSIT (both in Delhi).
