Yes, PUCET score does decide which course you get. For example if two people (X&Y) have opted for the same course and X gets say 80 out of 100 and Y gets 50 out of 100, X will have more chances of getting the course. So in this sense yes your PUCET does help in deciding which course you get. What you need to also remember that when the Merit List is prepared, the weightage is 25% of your qualifying marks and 75% of your PUCET Score.
In 2017 the cut-off marks for BSc were 18 out of a total of 120 marks for General candidates and 12 for SC, ST and PwD candidates. So you can get an idea what kind of cut off marks is required. Hope this helps!
