To work as a safety manager in abroad you should have the migration certificate.
As all the countries on the globe have
- Very strict immigration requirements
- and require persons in security-related jobs to be citizens or Permanent Residence immigrants in good standing, something that will take many years after you have immigrated.
- Forget about ALL the 36 countries in the OECD. They will not hire persons who are not well established and, in most cases, citizens
