Does self financed colleges students get fee reimbursement from government?

Yes even self financed colleges students get fee reimbursement if their parents income is less than a lakh per annum for OC and BC category and less than 2 Lakhs per annum for SC and ST category. And also, make a note, if your parents are having a government job, then you won't be able to get the fee reimbursement.
