I am not sure that the University offers MA Political Science. It is showing MA English. And the university definitely doesnt offer completely online programmes. Who says all the universities do that in the West? Not to my knowledge. students go to college regularly there too and most universities have campuses and regular programmes there also.

As for online stuff, the distance education may be a better option. Try IGNOU. But you will have to submit assignments and write the exam. That wont be online.
