After mopup round, if any seat is left vacant in private medical Colleges then only stray round takes place.
Stray round is conducted by college authorities and state government. Generally, state government gives power to conduct stray round to the colleges itself.
Hence, some deemed universities used to increase their fees in stray round accordingly while some does not.
So this completely depend on college authorities and state government.

Stray Round Is that round of counseling which generally happens after Mop-Up Round.It is generally conducted by state counseling authorities.
It is generally conducted by state colleges to fill up any stray vacancy which may arise after Mop-Up round of state counseling (if at all seats are left then stray counseling is done by college authorities).
And note that there is no difference in college or university fees if you are getting in stray round of counselling.
