doing 12th second time from PCB in 2019 is legal or it mey have some illegallcy in up board if passed 12th already from pcm in 2017?

You haven't given both the boards at the same time. It would have been illegal if you had given two board exams in the same year but that is not the case with you , first you passed with PCM and in 2017 and then again you passed 12th in 2019, there's nothing illegal, it is completely legal and you will not face any problem
