Droppers can join Delhi university?I completed 12th in 2016 with 91% due to financial issues i didnt join in any college cani applybsc comp?

Ofcourse you can their is none such policy that dropper cannot apply for DU. So all the best

Yes, you are eligible to apply and as per your percentage chances of getting admission there is decent. Also, the cut off varies year,college and course wise so to check previous year cut off trend you can go through the below link -
