If you're having a DELHI domicile..you can get some departments in either DTU/NSIT
However, if you are NON-DELHI candidate..there is no chance for you in DTU/NSIT as they close at around 11,000-17,000 CRL for Non-Delhi students.

First I'll give an answer to your first question, it would be difficult to get into DTU or NSIT with 35k rank in JEE Mains. The cutoff of these colleges is generally under 25k rank.
Now coming back to the first part of your question, the admission to DTU or NSIT is based on Jee Mains entrance examination. In order to get admission into these top engineering college, you'll have to fight hard to get rank below 25k to get a sure seat. However, to get into Computer Science department you'll have to score exceptionally well because the cutoff of JEE Mains for computer science branch is below 17k or less.
Eligibility: For DTU admission the selection of candidates is made on the basis of JEE Main All India Rank of the candidates. 40% weight age is on JEE score and 60% weight age is on class 12th exam score. The age of the candidate must lie between 17 to 25 years as on 1st October 2017. JEE eligibility criteria apply to the DTU for admissions to their undergraduate programs. Based upon their score and rank in the JEE Main exam, shortlisted candidates are called for counselling.
For admission into NSIT, Candidate must have passed out 12th or equivalent exam with a minimum 60%marks in PCM subjects in the first attempt. Must have studied English in class 10th and 12th both. Must have qualified in jee main 2018.

Seat allocation: There is inner as well as outer seat system in both the colleges. Preference and seat size is greater for students who are domiciled in Delhi. Generally, the trend is 85-25 i.e 85% of seats is reserved for students who are the native place is Delhi and outside can claim 25%. The complete process of counselling makes sure no discrepancy is found later in the process.

Admissions in DTU/ NSIT is based on the rank scored in JEE Mains followed by Joint Admission Counselling. However with a rank of 37k, if you are from Delhi region you might get branches like civil engineering, bio technology, Engineering Physics, Environmental Engineering, Instrumentation and Control Engineering, Manufacturing Processes and Automation Engineering etc. in the last few rounds of counselling. However you might not get mainstream branches like computer science, ECE, IT etc. If you are from outside Delhi then it is very difficult to bag a seat in these colleges with 37000 rank.

- Admission to BA (H) Economics and BBA courses offered by USME is based on the performance in qualifying examination.
- B.Tech (Regular) admission is based on a valid score in JEE Main followed by Joint Admission Counselling.
- DTU conducts its own entrance test named Common Entrance Examination (CEE) to offer admission in B.Tech (Evening) & B.Tech (Lateral) programs.
- Admission to B.Des. is given on the basis of UCEED score.
- GATE is the only criteria to secure admission in M.Tech course.
- MBA admission is granted on the basis of a valid score in CAT followed by GD and Interview.
- Ph.D. admission is granted on the basis of Screening Test and Interview conducted by DTU.
- CSIR NET / UGC NET / JEF or DBT qualified candidates are exempted from the Screening Test but they have to appear in the interview round.

Delhi Technological University (DTU) offers a full-time B.Tech course in 15 specializations. Minimum eligibility for admission is 10+2 (PCM) with at least 60% marks in aggregate from a recognized board. Final admission is based on the score in JEE Main followed by Joint Admission Counselling (JAC).
For JAC, Registration-com-Counselling fee (INR 1400) can be paid from June 23, 2018 (through challan) to June 26, 2018 (online payment). DTU also offers admission to B.Tech (Evening ) on the basis of candidates’ performance in an entrance test.
- One seat (over and above the sanctioned intake) is reserved for Kashmiri Migrants.
- The application fee of INR 1000 (INR 500 for SC/ST/OBC) can be paid online.
- For EMBA program , minimum three years of work experience is required for B.Tech, BE, B.Arch etc. and minimum four years of work experience is mandatory for BA, B.Sc, BCA, B.Com degree holders.
- The application form for EMBA can be obtained by paying the application fee of INR 1000 in the form of DD drawn in favor of ‘Delhi Technological University’ payable at Delhi

You can get admission get admission basis on your mains rank & you have to apply for the colleges separately. So at this rank chances are very less, if you are from outside Delhi, then no chances but if you are from Delhi, then you have chances in lower streams like Biotechnology, ICE. Wait till to spot round.
