Due to some reasons, my certificates are in my college yet..can I upload my 4-2 semester memo in the place of provisional while applying for GATE ??? Please clarify my doubt.....

According to my knowledge you just personally ask to your teacher for this doubt.If your documents are in college you can ask for it they can give you a copy for those.Be quite sure and good enough to do so.
