Hope you are doing well . See, everything primarily depends on your AIR . You state and category ranks are derived from your AIR itself . If you have a good AIR then you'll have a good state rank as well . Now , for state counselling your state rank will only be considered . Yes for filling the reserved seats,your category rank does play a role but ultimately everything depends on the AIR .

See when every you are applying for the Medical College of your domiciliary state, then you are going for the 85% State Quota seat. Now when applying, your state rank will be considered and the seats will be filled. If you have good ranks then you will get your seat in the General category and if you have a slightly low rank at that moment, your reservation rank will be considered.
