Hi aspirant , you will get a college only on how much you have scored in the examination . The counselling part comes later on and it will only help you if you qualify all of them . If you qualify all of them only then you will get your first preference and same goes with all others , what you qualify and are capable of will be given to you . All the best !
The counselling takes place purely on merit basis. Preferences are considered only when you get qualify to all of them , and then your first is alloted to you. As you have asked in your question, If somebody with more marks than your has filled the 4th preference of your choice , if he will be eligible to all the 3 above preferences which he have mentioned , then he will get the 1st preference only. And same goes for you, if you are eligible for first 2 preference of yours, you will get only 1st.
The person with more marks than will not get the college of your choice if he/she is eligible for rest 3 , otherwise he will get first preference for the college.
