It depends on your interest and only you can decide which branch is better for you. First let us understand the difference between these two engineering branches. Both Electrical Engineering & Electronics and Communication engineering are the core engineering branch.
Generally in electrical engineering you study about the power system, electrical machines, power electronics, switch gear and protection. Network or circuit theory and EMFT. While in ECE you generally study about analog and digital electronics.

First of all the main thing is that it is your choice whether to go for Electrical branch or IT. But as per your question is concerned that which is best. In some colleges some subjects are same for both field. But according to me IT is best, because the reason is that the scope is more diverse in case of IT sector. But in the other way I am not say that Electrical is not good, but as compare to IT sector it is having less scope.
Still there are lots of new jobs coming in the market and the scalability is more in case of IT sector and in the upcoming time more new jobs are available. One of the main thing is that your growth is also not stop at a particular place. So at last I would say according to my choice definitely go for IT sector.

Electrical is a core branch and Information Technology is a non-core branch. There are more government jobs in electrical engineering and more private jobs in IT.
But if you want instant placement after completing engineering your chances will be high in IT. But you have potential of appearing for exams like GATE and ESE. You will get more secure future in Electrical engineering.
