Eligibility is same for all the students. If you are applying for outer state then you will go under open category-General reservation(or your reservation). If you apply for institutes in your state then you can use home state quota.
Criteria:- Must have 50% or above for general candidates and 45% for reserved category candidates in 10 and 12/diploma.
Cutoff rank for open category is very low and had takes alot of hard work to secure if you belong to general category. so prepare yourself accordingly.

You can give Mhtcet exam, But the chances of getting top colleges is very less as 80% seats are reserved for the maharashta candidates.
I would advice you to score well in jee mains .
You can take admission in maharastra colleges using you jee marks through all India quota seats.
Try to score 150+ in jee main, So You could join the best colleges.
