Eligible for jee advance & if I clear its cutoff but unable to get seat in IIT so would I be still eligible for jee mains counselling.

Jee Mains and Jee Advanced counselling are entirely separate .

if you don't make it to the merit list of advanced you will not be eligible for IIT s but at the same time you can apply for NITs
