NO , most exams in India does not allow short notes with you at the time of exam, if found with such short notes you will have to most probably  reappear for the exam , and the final decision would be that of the university, there is also chances for debarring you from future exams conducted by that respective university , if there are enough proof then a FIR can also be taken against you , and if its your bad time then you will even have to face jail

• You will be most probabily charged with Section 420 IPC ( Indian Penal Code )
• Cheating is characterized u nder Section 415 of the Indian Penal Code as whoever falsely or untrustworthily beguiles an individual to initiate that individual to convey a property to any individual or to agree to hold any property.
