Excluding stoppages, the speed of a bus is 60 kmph.
Including stoppages, it is 54 kmph.
The average speed (including stoppages) = 45 kmph
We know, Distance = speed × time taken
So in 1 hr, distance travelled = 54 km
The average speed (excluding stoppages) = 60 kmph
At this speed, time is taken by bus to travel 45 km = $\frac{54}{60}=\frac{9}{10}$ hours = 54 minutes
