Hello Dear,
Stray Vacancy is the round of Counseling which deals with seats left vacant or remaining unfiled still after a mop-up round of MCC or state counseling. Then this round conducted by colleges to fill the left seat.
About the cutoff is concern
For UR Category Cutoff marks will be around 720-147 and percentile is around 50.
