Agenda 21 is a course of action initiated by United Nations to achieve sustainable development, this was adopted by world leaders on June, 1992 in the conference of UN pertaining to environment and development in Rio de Janeiro(Brazil), it major principles concerns combating environmental damage, poverty or any other drawbacks that hinders in the progress or development in overall, it also emphasises on the fact that each local government should make their own agenda 21,

Agenda 21 is a non binding action plan of united nations in regards to sustainable development. It is a product of the Earth Summit (UN Conference on Environment and Development) held in Rio de Janeiro Brazil, in 1992.
The full implementation of agenda 21 was done from 26 august to 4 September 2002 at world summit on sustainable development held in south Africa.
It is accepted by more than 178 countries to fight against poverty, pollution, natural resources
