The state of eligibilty in the NEET application form has nothing to do with determining your state quota.
Your state quota is determined by your domicile. It may happen that you have the domicile of more than one state but for NEET counselling you can apply for the 85 percent state quota of only one state. This means that, you may have the domicile of both Uttar Pradesh and Uttarakhand, but you can apply for the 85 percent state quota of either UP or Uttarakhand. You cannot apply for the state quota of both the states. This will lead to the cancellation of your candidature as it is illegal.
So if you want, you can apply for the 85 percent state quota of Uttarakhand ( if you carry its domicile) even if your state of eligibilty in NEET application form is Uttar Pradesh.
We do understand your concern about this issue and there are actually quite a many students facing problem in this aspect. Well, as per the norms of the Counselling Procedure, a single student in order to apply for the State Quota Counselling must produce the Domicile Certificate during verification.
Accordingly, if you have the Domicile Certificate of both the states, you can definitely go for either one based on your performance which might entitle you with a seat. But, the domicile of state is a must in that case. At times, even if one completes 10 and 12 from one region fails to procure the certificate, in that case his chances are quite low.
Hence, look forward to the domicile as an important criteria.
