As per your profile it seems that you are asking this for JEE-Main 2022 application form, if not then kindly correct me in the comment section given below.

For JEE-Main application if you have already uploaded the self-declaration form for OBC-NCL then there is no need to upload the newly issued certificate right now anywhere because now you will have to submit your OBC-NCL certificate which is issued on or after January 1st, 2022, during counselling process.
