For 3rd year student who writes jam and jest, how is it possible to submit graduation certificate to apply?

I hope you are doing good. As per your query, I would like to know you that at the time filling of application form , they will asked you to submit your marsheets till 4th semesters . Most of the students have their 4th sem marksheet in 3rd year . However, at the time of counselling you have to present yourself with originals of degree and marksheet at the time of form filling
